Delhi’s urban arts commission approves NDMC’s revised plan to redevelop Assam Bhawan with parking, solar panels, and art installations
DUAC Approves Assam Bhawan Redevelopment Proposal
The Delhi Urban Arts Commission (DUAC) has approved the New Delhi Municipal Council’s (NDMC) proposal for the demolition and reconstruction of Assam Bhawan on Sardar Patel Marg. The approval includes changes related to parking, solar panels, and art installation.
Background of the Proposal
Officials stated that the decision was made after reviewing the revised building plans. The commission had previously rejected proposals from the NDMC on September 11, 2025, and October 1, 2025.
The redevelopment proposal for Assam Bhawan was initially approved in July 2023, and work had begun at the site. However, the designs were returned due to “incomplete” submissions and a lack of reflection of the cultural identity and heritage of the state.
Details of the Redevelopment
The existing building was first approved by DUAC in 1980, and a completion no-objection certificate (NOC) was accepted in 1987. The new structure will include three basements, a ground floor, and six upper floors.
The revised design was approved after adding provisions for “double-stack parking arrangements” to meet parking needs.
Implementation and Suggestions
DUAC stated that the architect and proponent must ensure proper implementation of these arrangements on-site. This will be examined during the proposal’s completion stage.
DUAC also suggested installing “clear-story solar panels” on a well-designed structural frame. This integration will ensure effective space utilization, easy maintenance, reduced heat load, and improved aesthetics.
The commission directed that a public art piece of suitable scale, size, and material must be installed to impart character and identity to the complex.
Additionally, DUAC stated that all plumbing pipes, rainwater pipes, service equipment, diesel generator (DG) sets, DG exhaust pipes, water tanks, air-conditioning units, and solar panels should be appropriately camouflaged.
