Haryana Government Launches Jalsa-E-Aam Campaign

The Haryana government has started a campaign called Jalsa-E-Aam. This campaign aims to clear all pending mutation cases. It is part of efforts to ease public hardship and improve citizen-centric governance.

Campaign Schedule and Goals

The Financial Commissioner of Revenue (FCR), Sumita Misra, announced that the Jalsa-E-Aam campaign will take place on Saturdays: January 10, 17, 24, and 31. The goal is to ensure timely disposal of mutation cases. Currently, the state is processing 189,635 mutation applications across 143 tehsils and 7,104 villages.

Focus on Pending Cases

Deputy commissioners have been instructed to prioritize 50,794 cases that have been pending for more than 10 days. Special focus will be on the districts of Faridabad, Palwal, and Ambala. Misra stated that to further ease public inconvenience, the government is moving towards auto-mutation. Clearing the existing backlog is a priority.

New Disposal Mandates

Misra ordered the enforcement of section 111A of the Punjab Land Revenue Act. This section allows for quicker disposal of cases. Each assistant collector (second grade) must dispose of at least 12 partition cases per month. Tehsildars with lighter workloads have a target of 20 cases per month.

Monitoring and Dispute Resolution

A three-tier monitoring mechanism has been established. There will be monthly reviews at the district, divisional, and state levels. Misra also introduced an Alternative Dispute Resolution (ADR) mechanism. Retired Revenue Officers will conduct village-level camps for consensus-based settlements. An honorarium of ₹10,000 will be given for each successfully resolved case, shared equally by the parties involved.

Progress in Digital Revenue Administration

Misra reviewed the progress in digital revenue administration. Haryana has digitized over 6 million land records. Since the launch of the paperless registration system, 83,379 property deeds have been registered. Out of 117,931 deeds processed, 90,711 have been approved, resulting in an approval rate of 76%.
