Haryana State Industrial and Infrastructure Development Corporation to Build CETP

The Common Effluent Treatment Plant (CETP) for treating industrial wastewater in sector 34-35 will be constructed by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), according to district administration officials.

Current Status of CETPs in Gurugram

The Haryana State Pollution Control Board (HSPCB) reported that Gurugram has two CETPs. Treated water is partly reused, and a phased recycling plan is being developed.

Project Details and Timeline

Previously, the Gurugram Metropolitan Development Authority (GMDA) consulted a private firm to prepare a detailed project report (DPR) for the plant in 2025. A senior HSIIDC official stated that a new DPR is under review for the CETP in sectors 34/35 and 37. The project is expected to be completed by December 2027. It will cover industrial units along the Badshahpur drain in sector 34.

Handover and Land Details

Officials noted that the handover was finalized by the Haryana government’s chief secretary during a high-level meeting in November 2025. A 6.5-acre plot of land was identified for the CETP in October 2023. The DPR for the plant, which will have a capacity of 20 million litres per day (MLD), is expected to be finalized within a week. After that, the tender process will begin.

Concerns from Local Industry Representatives

P.K. Gupta, a representative from the sector 37 industrial body, mentioned that nearly 1,000 industrial units operate in the area. Most rely on self-maintained effluent treatment plants (ETPs). Gupta stated that many small units cannot afford ETPs and are forced to discharge untreated waste, causing overflowing sewer water and unhygienic conditions.

Need for a Centralized CETP

Deepak Maini, chairman of the Progressive Federation of Trade and Industry, said the absence of a CETP is a major cause of overflow from industrial water discharge into nearby drains. He emphasized the need for a centralized CETP, as the labor cost to run independent ETPs linked to the online continuous emission monitoring system (OCEMS) is challenging.

Current CETP Operations in Gurugram

HSPCB officials stated that two CETPs currently operate in Gurugram. One has a capacity of 0.2 MLD, and another in Manesar has a capacity of 55 MLD. The latter, maintained by HSIIDC, treats nearly 50 MLD of industrial wastewater daily. Of this, about 10 to 15 MLD is reused for non-potable purposes, such as flushing. A phased recycling plan is being developed to increase the reuse of treated wastewater.

Confirmation of Project Handover

Neha Sharma, a spokesperson for GMDA, confirmed that the project was formally handed over to HSIIDC.
