Census 2027 in Uttar Pradesh to Begin in Two Phases

The Census 2027 in Uttar Pradesh will occur in two phases. The first phase will start with House Listing and Housing Census (HLO) in May-June 2026. The caste census will take place in the second phase, as decided by the State Level Census Coordination Committee (SLCCC) on Monday.

Personnel and Digital Operations

The committee, led by chief secretary SP Goyal, approved the use of approximately six lakh personnel for fieldwork. The entire operation will be digital. Data collection, entry, verification, and monitoring will occur through a digital platform to ensure transparency and efficiency.

Self-Enumeration and Training

For the first time, citizens will have the option of self-enumeration, as stated by director (Census Operations) Sheetal Verma during her presentation on the census process and timeline. Goyal directed officers to complete preparations on time with effective inter-departmental coordination and proper use of digital tools.

Administrative Units and Coordination

The committee decided that all administrative units in the state will remain unchanged as of December 31, 2025. No jurisdictional changes will occur from January 1, 2026, to March 31, 2027, following Union home ministry directives. The secretariat administration department will coordinate with other departments, including revenue, home, education, urban development, and panchayati raj.

Review of Census Preparations

The committee also reviewed the appointment of Census officers and the formation of district-level Census Coordination Committees in all districts. They discussed technical support, financial norms, and honorarium for Census personnel. The meeting expressed satisfaction over the successful completion of Pre-Test-2027 in selected areas of Bulandshahr, Bahraich, and Prayagraj districts. Feedback from the pre-test will help strengthen the action plan.
